Joking aside, that's what happened in the UK when I went to college in 1970. Not paid exactly but I got free tuition, free lodging, 3 meals a day and a grant that covered books, materials etc. And some beer and cigarettes. It wasn't luxury but poor students could live decently and have a little fun. It was like that because the government recognised that society needed more college educated professionals so it had to pay to get them.
