Paid/managed preferred. #ActivityPub aware preferred.
I'm tempted to consider a Wordpress kludge extraordinaire.
Would need to cover say 1,000 accounts, mostly public, some staff.
@jaz Discourse fulfills all of your criteria, and they’re working on AP support. It’s what they’re using for SocialHub already.
@jaz You could probably get this together with an open source Learning Management System. They work at the kind of scale you're looking for and have the synchronous and asynchronous collaboration tools you want. Have a look at Moodle and its alternatives. https://alternativeto.net/software/moodle/
