A friend of mine registered the penis after I registered the falcon haha.
Sadly puny code rules cause browser to take all the fun out of these domains.
I'm horrifically tech illiterate, if you have the time, could you point me to where I can learn about how to do this (and so I can see if the owl hieroglyph has been taken, if you don't mind being copied)

It's pretty easy these days. Create an account with https://godaddy.com and it should walk you through buying a domain.
Once you have it you can use it for all kinds of things, like a personal website or a custom email domain.
Godaddy has built in services to manage these, though they come at additional cost.
If you want to learn about running a website you could always get a cloud vm for a couple of dollars a month and point the domain at it.

I've fallen at the second hurdle - I've found the character I want (𓅔 U+13154), do I put the U code into GoDaddy?
I tried using the glyph, but it treated it as if it was blank. When I put the code in, it just removes the +, so I'm not sure I'm doing it right.

I got around this by registering that puny code I mentioned. For your symbol it would be
xn--vy7d
So you could try to register under whatever extension you want (.com, .me, .net, etc) using that code at the beginning, like this
xn--vy7d.com
xn--vy7d.me
xn--vy7d.net

set up a server in AWS they have a free tier.
connect domain to web server. Skip the first section on getting your IP from godaddy, you'll find your in AWS.

Just a heads up, once the link with the hieroglyphic is clicked, the browser will not show the hieroglyphic character in the url bar.
For security reasons it gets changed to puny code, which will look something like this: http://xn--ey7d.net/
Kinda takes some of the fun out of it.
